Just having a permit is not enough . You must be able to show it to anyone who has the right to see it and that means carrying it with you when fishing . However what you are saying above ( if I understand you correctly ) is a different matter .There are bailiffs and bailiffs … Crown Bailiffs have considerable powers and I'd imagine anyone posing as one is commiting a criminal offence but if someone showed me a Crown Bailiff Warrant I would have no idea if it was legit or not . If this person who stopped you was just a permit holder and had it stamped “Bailiff” then he has no more right to stop you then anyone else and I'd say that if he physically prevented you then he would be commiting an offence himself .

about this topic .

A legit Bailiff would have a warrent card with him with a photo on it. I believe it is quite difficult to become a bailiff as you have to do courses and sit an exam. You also have to have insurance, mostly against some pratt having a go at you.
Those guys do however have more power that the police and on a salmon river can confiscate all your equipment, and even your car if you fish for salmon without a permit.

Yes I am well aware that you asked the question here and I have answered it by suggesting you ask those who issue the Crown Bailiffs with their warrants .
Try looking here
http://search1.scotland.gov.uk/Scotland?n=All&rcexpanded=false&action=search&q=Bailiffs
You might find the answer to your question .

It seems that Crown Bailiffs are appointed to police a specific river and nobody I talked to thinks that the can act on other rivers. It seems also that clubs can appoint their own bailiffs to police trout river but these guys have few powers and the best they can do is to ask you to stop fishing.
